From Superpower to Rogue State: The Implications of the US Seizure of Venezuela's Maduro

Against the backdrop of the widespread uncertainty regarding the US strikes on Venezuela, the apprehension of President Nicolás Maduro, and the declaration by Donald Trump that the US will “control” the country and “take back the oil”, there is no doubt – these actions create a profoundly disturbing precedent.

A Dark Legacy and an Unprecedented Move

The United States has a grim history of meddling, military incursions, and control in Latin America, but the recent overnight operation marked its first major military attack on South American land. “The preeminence of America in this region is now beyond dispute,” the President stated.

The decision to unilaterally attack another state and capture its head of state – mere days after he stated a desire for negotiations – has still wider repercussions. We all have reason to be worried.

Deep Instability for a Nation in Crisis

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face extreme instability in the best case. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and rejected rightwing opposition leader and Nobel prize-winner María Corina Machado as a plausible replacement.

However, Ms Rodríguez, now the interim president, has so far sounded notes of defiance – and other factions of the decapitated regime are far more intransigent.

From Global Policeman to International Outlaw

A man who won power promising to abandon foreign wars now says he is “unconcerned about deploying troops”. Renaming the Department of Defense as the Department of War was more than posturing. He does not see the world’s superpower as a guardian of order; he is converting it into a renegade nation.

He believes that the US’s might allows it to do as it wishes with minimal cost: consider the attacks in Nigeria and against Iranian nuclear sites. He claims that Venezuelan oil means this most recent venture “will pay for itself”.

A Move Devoid of International Legitimacy

George W. Bush invaded Iraq on a lie. But this action without legal basis came lacking any form of UN approval or authorization from lawmakers; the opposition party was kept in the dark and say they were given false information in briefings. Mr Trump aims not merely to stretch international norms, but to obliterate them.

Disregard the signal this transmits to leaders in Moscow, Beijing, and beyond, and consider the destination for America itself. While the raid allegedly resulted in the deaths of 40 Venezuelans, including civilians, not a single US soldier was lost. Mr Trump’s escalating feeling of being untouchable will surely embolden more reckless actions.

Flimsy Justifications and Underlying Drivers

No one buys the justification that this is related to the drug trade. Venezuela is only a secondary pathway for cocaine; Mr Trump recently granted clemency to the ex-leader of Honduras Juan Orlando Hernández for drugs and weapons crimes. Mr Trump himself has been explicit that he is propelled by the lure of oil as well as machismo, the ideology of some in his administration, and the quest for a legacy as his support at home declines.

World Leaders' Silence and a Weakened UN

The worldwide reception, especially in Europe, has – with a few principled deviations – been shockingly muted. That’s not a result of Mr Maduro’s sins, but fear of Mr Trump’s wrath. The firm response from UN Secretary General António Guterres was commendable, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s isolationist supporters at home could potentially force him to turn attention back home – but escalating insurance prices, economic unhappiness and other domestic scandals make foreign conflicts more appealing.

Barely 12 months into his presidential term. Other governments may live to repent if they remain quiet at this juncture, considering the potential next target.
