English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new survey of local authorities, UK councils are preparing to offload community centers, athletic facilities, and shopping arcades as they rely on a fire sale of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in the UK reported that 60% of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and land to support their budgets, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a significant number of councils seeking to generate funds from a quick sale of holdings marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and using financial reserves to manage increasing financial challenges.”

Specific Examples of Planned Disposals

One local authority in Kent announced its property management strategy included the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Increases and Broader Fiscal Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of councils will need to increase council taxes next spring to address the rising cost of core provisions, higher levels of homelessness, and a longstanding accommodation deficit.

The authority explained it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Trends and Projections

Research of county councils this week further found local finances being stretched by the increasing figures of children and older individuals requiring Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document outlining those changes was recently delayed.

Deprivation and Financial Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering UK local authorities, many key cities members were among the most disadvantaged in the country.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 IMD measures,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of England. The figures underscores the scale of challenges facing municipal officials across major urban centers in the coming year,” the report added.

“Council officials have been clear about the necessity for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the last year, the study revealed.
